I can only give you tribal knowledge as I am not a VSO. I would request your C-File. Below is how to do that. I also find this link to help explain it better.
http://www.nolo.com/legal-encyclopedia/ ... -file.html Since this is not dealing with incontinence, I will message you with more information, but the below is good for all VETS to know. I requested mine and found items back to early 1990s, when I first came into the Navy.
Please print out your request and sign it and in order to avoid further
delay be sure to fax your request to the:
DEPARTMENT OF VETERANS AFFAIRS
CLAIMS INTAKE CENTER

Thank you for contacting the VA Records Management Center (RMC). In order to process a request for a copy of your VBA records under the Privacy Act we
will need a written request with a wet signature. Your request should
include your full name, mailing address, phone, VA File number , what
specifically you are requesting , such as STRs or the entire C-file or you
can use the VA Form 3288 Caution-http://www.va.gov/vaforms/va/pdf/VA3288.pdf
Please note we are not allowed by law to send records via email.
Currently, the VA RMC has a large inventory of Privacy Act / Freedom of
Information Act (FOIA) requests. Our average turnaround time to respond is
approximately 120 days; the requests are processed in the order in which
they are received. Please understand that all Veterans are our number one
priority. We will continue to work diligently to improve the timeliness of
our responses and reduce our inventory of requests.
The RMC will provide your records on a compact disc (CD) for use on a
personal computer. Only records of 10 pages or more are eligible for CD
printing. The CD is able to be viewed on all computers through the use of
Adobe Reader software, which is available online for free.
