The New Diaper Primer - Author?

Elsewhere, in addition to referring some folk to this site, I wanted to mention some tips from the invaluable New Diaper Primer and realized that I cannot locate the author's name. Can anyone help?

Was the New Diaper Primer written by someone from the ISC or has it been reposted?
